The first National Cultural Export Base Forum was held in Beijing

The first National Cultural Export Base Forum was held on September 4 on the side of CIFTIS in China National Convention Center. During the forum, the second group of National Cultural Export Bases were granted licenses by the Ministry of Commerce, the Ministry of Culture and Tourism and the General Administration of Radio, Film and Television. The national cultural export bases joint mechanism was established and a joint initiative was released. Vice Minister of Commerce Wang Bingnan attended the forum and delivered a speech. The forum was also attended by Meng Dong, deputy director of the State Administration of Radio, Film and Television, and Yu Aihua, member of the Standing Committee of the Anhui Provincial CPC Committee and Secretary of the Hefei Municipal CPC Committee, and around 110 representatives from relevant departments, provinces and cities, and bases.

In his speech, Wang Bingnan noted that cultural trade is an integral part to the development of a nation with strong culture, and an important way to enhance China’s soft power and international influence, and enable relatable and effective international communication. Since the first group of national cultural export bases were identified in 2018, the Ministry of Commerce and other departments have provided robust support and guidance to the bases as they enhance institutional and policy innovation, cultivate market players, improve platforms building, and optimize the business environment. Notable progress has been scored in the development of these bases.

Wang Bingnan stressed that during the 14th Five-year Plan period, the Ministry of Commerce will strengthen the construction of national cultural export bases in the context of the new development stage and new development concepts, promote the high-quality development of cultural trade and better serve the fostering of a new development paradigm. First, it is necessary to improve the top-level design for cultural trade by formulating policies that are conducive to the high-quality development of cultural trade and improving the cultural trade policy system. Second, it is important to galvanize the innovative development of cultural trade by cultivating a number of cultural enterprises and brands with international influence. Third, it’s imperative to promote the quality and efficiency of national cultural export bases, establish a regular consultation mechanism, and improve the framework of supportive policies for the bases.

So far, 29 national cultural export bases have been identified by the Ministry of Commerce, the CPC Publicity Department, in conjunction with the Ministry of Culture and Tourism, the General Administration of Radio, Film and Television and so forth. In the next step, the Ministry of Commerce and other departments will jointly release the first batch of innovative practice cases of national cultural export bases, further improve the supportive policies, promote the high-quality development of cultural trade, and make new contributions to developing a nation with a strong culture.
